摘要
共享单车在解决城市公共交通"最后一公里"难题的同时,也带来了大量棘手问题,如停放秩序、市场竞争、押金管理风险等。为此,本文在研究共享单车规制政策及缺陷的基础上,尝试分别基于公地悲剧理论、空间生产理论及耗散结构理论发掘存在的深层次治理问题,探讨共享单车的治理对策。最后,基于整体性治理理论构建治理框架,提出了共享单车整体性治理对策:推动共享单车治理的共治共享、整合共享单车监管的治理工具及重视引导非正式制度的发展。
Shared bicycle not only solves the "last kilometer" problem of urban public transport,but also brings a lot of thorny problems,such as parking order,market competition,deposit management risk and etc. Therefore,on the basis of studying the policy and shortcomings of shared bicycle regulation,the paper tries to explore the deep-seated governance problems based on the theory of tragedy of commons,the theory of spatial production and the theory of dissipative structure,and explores the governance countermeasures of shared bicycles. Then,based on the holistic governance theory,the governance framework is constructed,and the holistic governance countermeasures of shared bicycles are put forward,promoting the co-governance and sharing of shared bicycle governance,integrating the governance tools of shared bicycle regulation and attaching importance to guiding the development of informal system.
