摘要
以中国足协改革为切入点,对体育协会的脱钩问题进行了研究。我国体育协会在脱钩后仍然存在公共体育服务效能低下、协会创收能力不足、顶层设计方案缺乏以及整体协同推进缓慢等问题。借鉴中国足协改革经验,提出了体育协会脱钩的优化路径:明确协会功能定位,强化社会责任意识;加强协会内部自治与外部共治;做好顶层设计方案,建立枢纽型协会;分类分级改革,明确归口部门。
Taking the reform of China Football Association as the starting point,the paper studies the issue of unhook of sports association.After unhook,Chinese sports associations still have some problems,such as low efficiency of public sports service,lack of income generating ability of associations,lack of top-level design schemes and slow progress of the whole cooperation.Based on the experience of Chinese Football Association,the paper puts forward the optimized path of unhook of sports association such as clarifying the function orientation of association,strengthening the consciousness of social responsibility,strengthening the internal autonomy and external co-administration of the association,making good top-level design scheme,establishing the hub association,classifying and grading reform and clarifying responsible departments.
