摘要
[目的/意义]国家、各省市和高校对高层次人才引进工作虽然高度重视,但是当前我国高校高层次人才引进工作和人才引进前后的定量定性评价尚处于探索完善阶段。为此,开展对我国高校高层次人才引进前后的定量定性合理评价的分析研究是我国当前"双一流"大学建设中人才引进研究中的一个重要内容。[方法/过程]在调研国内外科技人才评估以及国内外高水平大学人才引进相关的理论与实践的基础上,按照学科领域、人才层次和人才需求分类,构建分类分级的引进人才标准。然后,通过整合多来源数据的指标数据,形成"双一流"大学建设中人才引进评估指标库集合。同时根据人才分类分级评价的需求划分各类人才评价所需的指标组合,形成合理的评价指标体系。基于此评价指标体系提出高校人才引进的评价流程。[结果/结论]研究构建的人才引进评价指标可以很好地针对不同领域、不同层次、不同需求对所要引进的人才进行评价,同时能够很好地通过对各类指标设置不同的权重,来对不同人才进行有针对性的、有区别性的评价,避免了人才评价体系与人才评价类别的单一性。同时在评价分析过程中,定量评价的得分应当作为评价参考的依据之一,在实际的评价过程当中,需要通过定量评价与定性评价相结合的方式对人才进行全面的评估。
[Purpose/Significance] Although the state, provinces, municipalities, and universities attach great importance to the introduction of high-level talents, the quantitative and qualitative assessment of the high-level talents' introduction in universities is still in the stage of exploration and improvement in China.[Method/Process] This paper builds classification and classification standards for introduced talents based on subject areas, talent levels, and talent requirements. Then, through the integration of indicator data of multiple sources of data, a collection of assessment indicators for the introduction of talents for "world-class" universities is established.[Result/Conclusion] The talent introduction evaluation indicators constructed in this study has a good effect on evaluating the introduced talents in different fields, at different levels and with different needs. At the same time, in the process of evaluation and analysis, the score of quantitative evaluation should be used as one of the basis for evaluation reference. In the actual evaluation process, talents must be comprehensively evaluated through a combination of quantitative evaluation and qualitative evaluation.
