摘要
日本课后服务体制机制的演变与发展,经历了一个从"教育"与"福祉"的单独推进到联动协作的过程。通过宏观层面的机制保障到实践层面学社连携合作模式的推进,课后服务项目已经成为了日本政府解决民生与教育双重问题的有力抓手。国家层面立法与政策的支持、地方层面教育福祉的积极推进、个体层面主体教育功能的释放,亦构成了日本践行课后服务三级递推模式的独特经验。
The evolution and development of after-school service system and mechanism in Japan has experienced a process from "Education" and "Welfare" to collaboration of "Educational welfare". Through the macro-level mechanism to the practical level, after-school service projects have become a powerful grasp to ensure the promotion of the cooperative model of Japanese government and to solve the dual problems of people’s livelihood and education. The support of legislation and policy at the national level, the positive promotion of educational welfare at the local level and the release of the educational function at the individual level, all constitute Japan’s unique experience in implementing the three-level recursive model of after-school service.
