摘要
2016年6月起,山东济南33家驻济省、部属医院一同步入公立医院改革,实行药品零差率,降低大型设备检查费用,增加医疗服务费用,即"两降一升"。本文基于"两降一升"政策实施前后济南三家三甲医院的财务数据,总结了该项政策的进展情况,分析其政府财政投入、财政补偿标准及方式的现状,并据此提出了加大政府支持力度、革新公立医院补偿机制模式和完善公立医院补偿机制改革的配套制度等措施,为城市公立医院补偿机制的改革提出合理化建议,确保医改工作顺利开展。
Since June 1st,2016,thirty-three provincial and subsidiary hospitals in Jinan,Shandong Province,jointly embarked on a programme of medical reform in public hospitals,implementing the zero difference in price of drugs,reducing the inspection cost of large-scale equipment,and increasing the cost of medical services,that is the policy of Two Decreases and One Rise.Based on the financial data of three third-grade,class-A hospitals in Jinan before and after the implementation of the policy of Two Decreases and One Rise,this paper summarizes the progress of the policy,analyses its shortcomings,such as inadequate government financial input,unclear financial compensation standards and unreasonable methods.In the basis of the data,some measurements have been put forward,such as strengthening government support,innovating the compensation mechanism model of public hospitals and improving the supporting system of the reform of compensation mechanism of public hospitals.Some reasonable suggestions also been proposed for the reform of compensation mechanism in urban public hospitals and ensure the smooth development of medical reform.
