摘要
本文分析了在国家精准扶贫背景下,陕南地区经济、社会、生产及人文环境发展的现实困境,从致贫和返贫两个角度尝试构建致困理论模型,分析陕南贫困地区的致困机理。并以此为基础提出陕南在保护生态前提下的产业扶贫、金融扶贫、电商扶贫等反贫困突破路径及对策建议,以期为打赢扶贫攻坚战提供理论支持。
Under the background of national precision poverty alleviation,the realistic predicament of the development of economy,society,production and human environment in southern Shaanxi province was analyzed in the paper.From the two perspectives of poverty and return to poverty,we try to build a theoretical model of distress.Themechanism of poverty stricken areas in southern Shaanxi is analyzed.On the basis of this,the countermeasures forsouthern Shaanxi’s poverty alleviation under the premise of protecting the ecology were put forward,such as industrial poverty alleviation,financial assistance,and e-commerce to help the poor.This will provide theoretical support for winning the battle against poverty.
