摘要
温州要加快建设区域中心城市,其市区范围已难以承载中心城市空间发展需要,应正视差距,借鉴经验,着眼于布局"集中"、功能"集聚"的城市本质特征,围绕温州中心城市"一江两岸、双城双心"空间结构形态,通过拓展、整合、重构,构架市区6区行政区划调整方案,并通过科学规划、创新思维,稳步推进机制体制的改革创新。
The adjustment of urban administrative divisions should be based on the planning of urban spatial structure and form, it embodies the urban essential characteristics of “centralization” in layout and “agglomeration” in function. Wenzhou needs to speed up the construction pace of the regional central city. At present its urban district area is no longer able to meet the needs of the spatial development of the central city. Based on the analysis of the spatial structure of Wenzhou’s central city “One River Two Banks, Two Urban Areas Two City Centers”, in-depth elaboration of the expansion, integration and reconstruction of the three aspects of the adjustment content, thus, the rationality of the administrative division adjustment plan of six districts is demonstrated. At the same time it puts forward the reform and innovation ideas of mechanism and system.
