基于组合赋权和灰色-TOPSIS的陕西省道路运输业低碳竞争力评价

摘要 能源利用的持续紧张和生态环境的逐步恶化使得低碳化成为道路运输业的发展趋势。从运输生产、经济发展、低碳效率三方面建立道路运输低碳竞争力的评价体系,先采用组合赋权法确定评价指标权重,再运用灰色-逼近于理想值的排序方法(technique for order preference by similarity to an ideal solution,TOPSIS)构建道路运输业低碳竞争力评价模型,对2012—2016年陕西省道路运输业低碳竞争力进行实证分析。研究表明:陕西省道路运输业在改善低碳效率的同时保持着经济效益的平稳增长和运输生产的稳态运行,整体低碳竞争力逐年提高。 The continuous tension of energy utilization and the gradual deterioration of ecological environment make low carbon become the development trend of road transport industry .This paper aims to establish an evaluation system of low-carbon competitiveness of road transport from three aspects: transportation production, economic development and low-carbon efficiency. Also it puts forward a method to determine the weight of evaluation index combination. Based on this, an evaluation model of low-carbon competitiveness of road transport industry by using grey-TOPSIS is constructed and an empirical analysis of the low carbon competitiveness of Shaanxi′s road transport industry in the past 2012 to 2016 is made. The research shows that the road transport industry in Shaanxi Province improves the low carbon efficiency while maintaining the steady growth of economic benefits and the operation of transportation production. The overall low carbon competitiveness is increasing gradually.
