摘要
运用三阶段DEA模型,在考虑环境变量影响下,测度国家大学科技园孵化效率。结果表明,调整后技术效率,中部和东北地区被低估,东部和西部地区被高估,环境因素主要制约中部大学科技园孵化效率提升。全国技术效率和规模效率被高估,纯技术效率被低估,但高估程度大于低估程度。环境变量作用表现在:完善地区基础设施,强化信息共享,提高国家大学科技园孵化效率,推动区域经济发展,提高政府科技支持强度,分别降低孵化基金和从业人员的投入冗余,但人力资本密集程度对国家大学科技园孵化效率提升有一定延迟。
This paper measures incubating efficiency of national university science parks by three-stage DEA model under the influence of environment variables. The result shows that technology efficiency of central and northeastern regions has been undervalued while that of eastern and western regions overestimated. Moreover, environmental factors restrict the promotion of incubating efficiency in central region. Technology efficiency and scale efficiency of national university science parks have been overvalued while pure technical efficiency underestimated, and the degree of overestimation is greater than that of underestimation. Effects of environment variables show that improving facilities and information sharing can improve incubating efficiency;promoting regional economic development, and increasing support of government for science and technology development can reduce the redundant of incubating foundation and employees respectively, while delay appears during incubating efficiency promotion under the influence of density of human capital.
