摘要 目的:在新医改背景下,构建体现公平性的新型护理绩效评价与分配体系。方法:引入以资源投入为基础的相对价值比率绩效体系,成立医院绩效考核办公室,建立医院内部岗位相对价值比较机制,实现医疗、护理、医技、行政分开考核,独立设置护理单元绩效分配方案,抽取绩效改革前、后护理单元同期月均绩效进行比较。结果:新绩效分配方案实施后,绩效分配向病区护理工作量大、风险高、技术强的单元倾斜,同期月均护理单元绩效有所提高。结论:基于RBRVS以工作量为基础的护理绩效分配方案,能够体现护理工作的数量、难度、强度、质量,可以调动护理人员积极性,并作为护理绩效分配的依据。 Objective:To construct a new nursing performance evaluation and allocation system under the background of new medical reform to present fairness.Methods:A performance appraisal and allocation office was established,introducing a relative value ratio performance plan based on resource inputs,establishing a relative value comparison mechanism of the internal post of the hospital,to achieve separate assessment of medical care,nursing,medical technology,and administration.The performance allocationplan of the nursing unit was set up independently,taking the monthly average performance of the nursing unit as the effect evaluation indexes,and comparing the monthly averageperformance of the same period before and after the implementation of the performance evaluation plan.Results:After the implementation of the new performance evaluationplan,the performance allocation plan paid more attention to large workload,high risk and technical difficulty.The performance of monthly average care unit improved in the same period.Conclusions:Based on RBRVS,the workload-based nursing performance evaluationplan can reflect the quantity,difficulty,intensity and quality of work,and mobilize the enthusiasm of nursing staff,at the mean time,serve as the basis for the distribution of nursing performance.
