摘要
目的探讨我国37支国家卫生应急救援队的分布及灾害救援情况。方法通过官方网站及媒体网络搜集国家卫生应急救援队的区域分布及参与救援的情况,以近五年的地震为基数,对各区域内地震发生情况和区域内的救援队比例进行描述性比较。结果 37支国家卫生应急救援队主要分布在华东27.03%(10/37)及华北21.62%(8/37)地区,2008—2016年参与国内外救援活动15次,获得较高的赞誉。为保障突发事件发生后,各项救援工作有效地进行,国家卫生应急救援队举办8次实践演练。但我国卫生应急救援队分布不均衡,2009—2015年西北部共发生63次地震,灾害发生较频繁,国家卫生应急救援队伍仅4支,数量稀少。结论我国应按"优化布局,完善补充"为原则,均衡我国区域卫生应急力量建设。同时结合目前队伍的需求,配备更方便快捷的装备,提高队伍的相应能力,以便更快速有效地开展救援。
Objective The objective of this study was to explore the distribution of 37 National Health Emergency Rescue Teams in China and review their disaster relief activities. Methods The data of the distribution of National Health Emergency Rescue Teams and their rescue activities were collected via official websites and databases. The occurrence of earthquakes and the distribution of rescue teams were compared and analyzed by means of descriptive statistical methods. Results 37 National Health Emergency Rescue Teams are mainly distributed in East China, accounting for 27.03%(10/37) and North China, accounting for 21.62%(8/37). They participated in 15 rescue operations in China and abroad from 2008 to 2016 and earned high praise. National Health Emergency Rescue Teams held 8 drills and practiced periodically in order to minimize the casualties following the disaster. The distribution of National Health Emergency Rescue Teams is uneven. Conclusions Following the principle of "optimal distribution and constantly improving", China should make the health emergency development distribution more balanced. Moreover, China need to draw on the rich experience of rescue teams in developed countries.
