摘要
全面深化改革背景下群团改革的逻辑起点,主要是基于对现实挑战的回应,目标是增强"三性",去除"四化"。上海工会作为地方群团改革的首批试点单位,积极响应改革号召,进行了一系列的改革探索,通过聚焦主责主业、夯实基层基础、完善工作机制、创新工作方法,取得了明显成效。其改革亮点主要体现在创设工会社会组织、依靠职工建会、做实会员专享福利、实行向基层倾斜的工会经费差异化管理等方面,这些改革经验对其他省市工会的改革具有较好的借鉴推广价值。
The logical starting point of group reform in the background of deepening reform in an all-round way is mainly based on the responses to realistic challenges.The goal is to strengthen the"three qualities"and eliminate the"four modernizations".As the pilot unit of the reform of local organizations,Shanghai trade unions have actively responded to the call for reform and carried out a series of reform explorations.By focusing on the main business,consolidating the local basis,improving work mechanism and innovating work methods,remarkable results have been achieved.Its reform highlights are mainly reflected in the creation of social organizations of trade unions,relying on staff to build up trade unions,fulfilling members'exclusive benefits,and implementing the differentiated management of trade union funds tilted to grassroots level.The above-mentioned reform experience has offered good reference and promotion value for the reform of trade unions in other provinces and municipalities.
