摘要
以岸堤水库流域为例,阐述了洪水资源利用及利用潜力等相关概念,根据对洪水资源可利用量、洪水资源不可利用量及洪水资源利用潜力评价方法的论述,采用极限分析理论,建立了岸堤水库流域洪水资源利用潜力评估方法,评价了岸堤水库流域洪水资源利用的现状和潜力,得出岸堤水库流域1970-2012年多年平均实际利用量为1.58亿m^3,现状利用潜力为0.87亿m^3,理论利用潜力为1.90亿m^3,实际利用率为38.9%,计算结果可为岸堤水库流域洪水资源利用方面的管理决策提供理论依据。
Taking the embankment reservoir basin as an example, this paper expounds the relevant concepts such as the flood resource utilization and utilization potential. Based on the discussion of the methods of evaluating the utilization potential of flood resources, such as the utilization rate of flood resources, the unavailability of flood resources and the utilization potential of flood resources, this paper established the evaluation methods of flood resources utilization potential of embankment reservoir basin and evaluated the present situation and potential of the flood resources utilization of embankment by using the theory of limit analysis, The results show that: from 1970 to 2012, the average annual actual utilization rate of embankment reservoir basin is 158 million cubic meters, with the current utilization potential of 87 million cubic meters, the theoretical utilization potential of 190 million cubic meters and the actual utilization rate of 38.9%. The calculated results can provide a theoretical basis for the management decision on the utilization of flood resources of the embankment reservoir basin.
