摘要
《国家职业教育改革实施方案》的颁布,为我国高等职业教育改革指明了方向。推进中国特色高水平高职院校建设,有利于培养高端技术技能人才,助力产业结构转型升级;发挥中央财政杠杆效应,引领高职教育创新发展;补齐高等教育发展短板,优化高等教育结构布局。其内涵主要体现在"特色"与"高水平"两个维度上,即彰显职业教育类型特色与培养高水平技术技能人才。此外,还要明确中国特色高职院校建设的重点任务,一方面,以1+X证书制度试点为抓手,打造高端技术技能人才培养基地;另一方面,以高水平实训基地建设为依托,搭建技能创新和技术服务平台。
The promulgation of the National Vocational Education Reform Program has pointed out the direction for the reform of Higher Vocational Education in China.Promoting the construction of high-level vocational colleges with Chinese characteristics is conducive to cultivating top technical and skilled talents,helping industrial restructuring and upgrading;giving full play to the central financial leverage effect,leading the innovative development of Higher Vocational education;filling in the shortcomings of higher education development,optimizing the structural layout of higher education.Its connotation is mainly embodied in the two dimensions of"character-istics"and"high level",that is,to highlight the characteristics of vocational education types and to train top technical and skilled talents.In addition,we should also clarify the key tasks of the construction of Higher Vocational Colleges with Chinese characteristics.On the one hand,we should build a training base for top technical and skilled talents with the pilot of 1+X certificate system.On the other hand,we should build a platform for skill innovation and technical service based on the construction of high-level training bases.
