摘要
随着"走出去"深入发展和"一带一路"建设逐步推进,央企境外投资规模日益增大,风险与日俱增。通过分析央企境外投资发展现状和存在的主要问题,研究央企境外投资中面临的各类非技术风险,从政府和企业层面提出风险应对措施,政府应充分发挥其宏观指导、监督和调控作用;企业应结合实际,完善风险管理体系,强化过程管控,对各类非技术风险进行科学有效地识别、分析、评价和处置,强化决策论证和预案管理等。这些措施为完善央企境外投资非技术风险管理、提高风险防控能力提供参考。
Along with the deepening implementation of "Going Out" and the acceleration of "the Belt and Road Initiative" paces, the scale of central enterprises' overseas investment has been profoundly expanded. However, the risk has also increased rapidly. To strengthen and prefect the overseas investment non-technical risk management of Chinese central enterprises, based on the current situation and main problems in central enterprises’ overseas investment, this thesis identified and grouped the potential non-technical risks, and put forward the corresponding risk responses and control measures from the levels of government and enterprises. The government should play its roles well in macro-guidance, supervision and regulation. The enterprises should, according to the actual situations, improve risk management system, strengthen process control, effectively identify, analyze, evaluate and deal with all kinds of non-technical risks, and strengthen decision-making and plan management. All these can offer reference for central enterprises to perfect their management, prevent and control of the non-technical risks in overseas investment.
