摘要
国家公园作为一种以生态保护为主,兼顾经济发展的新型自然保护地形式,在实现生态文明建设方面发挥着重要作用。文中选取世界上在国家公园建设方面具有代表性的国家,通过分析其国家公园的建设历程、发展现状,比较我国国家公园在遴选机制以及建设标准方面与国外国家公园之间的差异,在借鉴国外国家公园遴选和建设过程中的相关经验,提出我国国家公园的准入标准、评审程序以及国家公园建设中应秉持"4个坚持"的标准,从而建立以国家公园为主体的自然保护地体系,有效地保护我国自然生态系统,更好地推进生态文明建设。
National park is a new type of natural conservation pattern,which puts the focus on ecological protection while giving certain consideration to the economic development, and its construction plays an important role in realizing the ecological civilization development.By selecting the representative countries in the world in terms of national park development, this paper analyzed the development process and status of their national parks, and clarify the difference in the selection mechanism and construction standards of national parks between China and these countries.Base on the foreign management experiences,this paper proposed the access standards, evaluation procedures and "four adherence"standards for national parks establishment, with the aim to create a natural protected area system with national parks as the priority so as to effectively protect the natural ecosystem and promote the ecological civilization development in China.
