大型体育赛事在突发性地震灾害中的应对措施建模 被引量:2

摘要 传统震后应急指挥系统应对大型体育赛事突发性地震灾害,未考虑到地震后接受能力不足时,如何解决伤员救助问题,且救援规划时间较长。所以该文提出新的大型体育赛事突发性地震灾害应对措施模型。设计震后任务优先权与时间约束来构建大型体育赛事突发地震灾害时限应急救援指派模型,为灾害地点指派救援队伍;考虑异地疏散的情况,设计GIS技术构建地震应急异地疏散接受能力判断模型,采用模型接口实现模型数据输入、分析与输出,集成地震应急异地疏散接受能力判断模型与GIS技术获取有效的震后地理空间数据,对大型体育赛事现场震后应急异地疏散接受能力做出判断。实验结果表明,所设计模型可有效指派大型体育赛事灾害现场应急救援队伍,应急异地疏散接受能力判断用时均值约为120 s,为大型体育赛事震后救援节约时间。 The traditional post-earthquake emergency command system can deal with the sudden earthquake disaster of large-scale sports events,but it does not consider how to solve the problem of casualty rescue when the post-earthquake acceptance capacity is insufficient,and the rescue planning time is long.A new large-scale earthquake emergency response model for sports events is proposed.Designing post-earthquake task priority and time constraints to construct a time-limited emergency rescue assignment model for large-scale sports events,assigning rescue teams to disaster sites;considering the situation of evacuation from other places,designing GIS technology to construct an earthquake emergency evacuation acceptance judgment model,using model interface to achieve model data input Analysis and output,integration of earthquake emergency evacuation acceptance model and GIS technology to obtain effective post-earthquake geospatial data,judgment of large-scale sports events on-site emergency e-vacuation acceptance,make a judgment.The experimental results show that the designed model can effectively assign emergency rescue teams for disaster scene of large-scale sports events,and the average time for emergency judgment of evacuation acceptance is about 120 seconds,which saves time for post-earthquake rescue of large-scale sports events.
