城市运行与应急管理技术架构与应用模式研究 被引量:13

摘要 在当前社会加速转型、超大城市不断发展以及应急管理体系变革的背景下,如何保障城市,尤其是超大城市的发展与运行安全是当前应急管理领域亟待解决的问题之一。在国内外应急管理体系的应用现状分析基础上,首先提出城市运行和应急管理融合的技术框架;其次,在城市运行与应急管理这2个重要领域之间的融合方式方法方面进行探讨;最后,以北京市为例,提出北京市城市安全运行与应急管理大融合的具体思路,并进一步阐明了相关的核心支撑技术,提出了技术平台的专题应用模式。研究结果表明:提出的城市运行与应急管理技术架构和应用模式可为相关城市社会转型、发展过程中的应急管理问题提供参考和借鉴。 In the context of the current social accelerated transformation,the continuous development of megacities and the reform of the emergency management system,how to ensure the development and operation safety of cities,especially megacities,is one of the urgent problems in the current emergency management field. Megacities need to explore the large-scale management model combining urban operation and emergency management in order to meet the requirements of social transformation and urban development. Combined with the new needs and challenges of Beijing’s emergency management work,this paper studies the risks and challenges of urban operation and emergency management,analyzes the application status of emergency management technology systems at home and abroad,and proposed the technical framework of urban operation and emergency management platform. Moreover,this paper discussed the core technologies and topic based application of the urban operation and emergency management platform,which can be used as a reference for the emergency management agencies in Beijing. The results show that the proposed architecture and application model of urban operation and emergency management technology can provide reference for the emergency management problems in the process of urban social transformation and development.
