摘要
开放性、复杂性、层次性和整体性是钱学森提出的开放复杂巨系统(OCGS)基本属性。从这四个维度考察"一带一路"倡议具有重要理论观照价值和现实指导意义。本质上,"一带一路"属于具有开放复杂巨系统基本特征的社会系统工程。在整体性方面,"一带一路"是一项共生系统工程,具有共生单元、共生模式和共生环境等支撑"共生的系统性"和"系统的共生性"基本要素,体现了共生单元与共生系统之间相融相生、共生单元之间对立统一的辩证关系。在开放性方面,"一带一路"坚持开放包容,是一个跨区域开放性大框架;倡导开放合作,是一项新型国际公共产品;着眼开放发展,体现了历史经纬、现实需求与未来愿景的交汇统一。在层次性方面,"一带一路"体现了我国战略空间辐射、战略利益拓展和战略维度选择的层次性耦合。在复杂性方面,基于理念认知、运行机制、施动主体和结构体系四个方面面临的战略风险与现实掣肘,"一带一路"属于结构、状态、要素均异常复杂,具有"他组织"特征的"国际关系系统"。
Open Complex Giant System(OCGS)takes the highest position in QianX-uesen’s epistemological architecture of systems,which has the features of openness,complexity,hierarchy and entirety.This paper holds that Qian’s thought of Socialist Overall Design Department has great theoretical value and practical significance to the implementation of"the Belt and Road(B&R)Initiative".In essence,B&R is social system engineering features on OCGS.Firstly,with regard to the entirety,B&R is symbiotic systems engineering due to symbiotic unit,co-occurrence pattern and symbiotic environment and the dialectical unity of the three dimensions.Secondly,with regard to the openness,B&R initiates the concept of open development and is a cross regional mega-framework.Thirdly,with regard to the hierarchy,B&R embodies the hierarchical coupling of strategic space extension,strategic interest expansion and strategic dimension selection of our country.Lastly,with regard to the complexity,B&R is a complex system of international relations in the aspects of structure,state and units.
