摘要
党的十九大提出要坚持农业农村优先发展,其中以新时代中国特色社会主义发展思想为指导方向,要求落实乡村振兴发展战略,建立健全城乡融合发展体制机制和政策体系,村民与村干部要具有优化城乡融合发展机制、健全政策体系的意识。文章以江苏省灌南县新民村为例,对农村土地利用规划的编制思路进行了探讨,并对目前村土地利用规划编制存在的问题和实施建议进行了讨论,为今后灌南县以及江苏省地区的农村土地编制工作提供理论指导建议。
The 19th CPC National Congress proposed to give priority to the development of agriculture and rural areas, which, guided by the development thought of socialism with Chinese characteristics in the new era, requires the implementation of the strategy of rural revitalization and development, and the establishment and improvement of the system, mechanism and policy system for the integration of urban and rural areas. Villagers and village cadres should have the consciousness of optimizing the development mechanism of urban-rural integration and perfecting the policy system. Taking Xinmin Village, Guannan County, Jiangsu Province as an example, this paper probes into the compilation of village land use planning, and discusses the existing problems and implementation suggestions of land use planning in Muqian Village. The purpose of this paper is to provide theoretical guidance and suggestions for the compilation of village land in Guannan County and Jiangsu Province in the future.
