摘要
军工科研院所作为网信时代下国防科技工业的核心力量,其长期的事业单位行政计划管理体制机制面临着新挑战。分析了军工科研院所改革环境与运行现状,提出了网信时代基于一个体系、三个链条和四个支撑框架的企业化改革途径,为新时代军工科研院所改革提供参考。
As the core strength of the defense science and technology industry in the network information era, the long-term administrative planning management system of the military research institute is facing the new challenges. The reform environment and operational status quo of the military research institute are analyzed, and the entrepreneurial reform approache in the network information ear based on one system, three links and four support frameworks is proposed. Thus, it can provide a reference for the reform of the military research institutes reform in the new era.
