摘要
农业保险保障水平的反贫困效用已经逐渐达成共识。基于农业风险管理理论和福利经济学理论剖析农业保险对不同农业经营主体反贫困的影响机理,运用2007-2016年省级面板数据,构建动态面板模型对农业保险保障水平反贫困效用进行测度分析。研究结果表明:提高农业保险保障水平可以有效防止农户陷入贫困;农业保险保障水平提高1%,农户经营性收入正向变化0.26%;种植品种数量与农业保险保障水平反贫困效用呈负相关:种植品种数量增加1%,农业保险保障水平反贫困效用降低0.13%;人均种植面积与农业保险保障水平反贫困效用呈正相关:人均种植面积每增加1%,农业保险保障水平反贫困效用增加0.132%。
The anti-poverty effectiveness of agricultural insurance level has gradually come to public's attention.Based on the theory of agricultural risk management and the theory of welfare economics,this paper analyzes the influence mechanism of agricultural insurance on rural anti-poverty,and uses the provincial panel data from 2007 to 2016 to construct a dynamic panel GMM model to make an empirical analysis of the mechanism.The results show that,on the one hand,raising the level of agricultural insurance guarantee to a certain extent reduces the probability of farmers' falling into poverty.The level of agricultural insurance guarantee is raised by 1%,and the farmers' income is increasing by 0.26%.On the other hand,the industrial structure is negatively related to the agricultural insurance guarantee level,the industrial structure is increased by 1%,and the agricultural insurance is insured.The reverse change of the barrier level was 0.13%,the scale of agricultural production was positively related to the anti-poverty level of agricultural insurance guarantee.The scale of agricultural production increased by 1%,but the agricultural insurance security level decreased by 0.13%.Therefore,in the process of implementing agricultural insurance,we should fully consider the differences of the current agricultural management subjects,and improve the anti-poverty efficiency of agricultural insurance.
