摘要
一、引言我们正在逐渐地进入克劳奇所说的“后民主”(post-democracy)时代。各个社会正在迅速朝向完全的宪政民主转变,因为据说自由选举能够促使政府对其行为更负责任和更具有回应性。然而,公民们却在逐渐成为一群消极且无序的人,只会间歇性地回应由政客和极端分子提出的博人眼球的话题。
This paper examines the populist republicanism emerged under two banners,the anti-foudational interpretation proposed by Miguel Vatter and the sociopolitical interpretation articulated by John McCormick. The populist turn of Machiavelli’s republicanism is valuable not only because it broadens the meaning of liberty which has been recently identified with non-domination by the neo-Roman republicanism but also because it successfully conceptualizes the republican idea under which a regime must be inscribed with its immanent demand for change beyond the simple balance between the elite and the populace. However,the populist version of Machiavelli’s republicanism bears a striking resemblance to civic republicanism in its failure to alleviate liberal fears about the arbitrary,willful,and tyrannous use of power. By analyzing the arguments of the populist republicans with Machiavelli’s Discorsi,I develop two arguments:(a) that although liberty as no-rule can be a reasonable guiding principle of practicing political freedom,it cannot be a supreme political ideal by which any form of legitimate domination must be subject to imminent subversion,and(b) that democratic leadership should be considered as one of the principle political conditions enhancing civic contestability which make a salutary change possible through the participation of a broader population into politics.
