摘要
从世界油气资源发展趋势来看,产量和消费量逐年攀升,当前世界油气资源虽然丰富,但地区分布极不均匀,中东仍是世界油气资源的核心区域。世界油气供需格局发生深刻变化,非经合组织国家引领石油需求急剧增长,而亚太地区则引领天然气需求迅速增长,全球石油贸易中心东移,天然气供应日趋多元化。全球油气供需格局大变革和地缘政治态势不稳定,使世界油气市场面临诸多潜在风险。中国正处于经济社会高速发展阶段,油气需求持续增长,面临着油气勘探开发程度和资源利用率较低、对外依存度较高和核心技术不足等困境。在全球油气发展的新形势下,中国应在提高新老油气田和非常规油气田勘探开发程度的同时,完善油气田勘探开发制度,增强核心技术的自主研发能力,加强海外油气开发与合作。在海外合作中,尤其要重点关注"一带一路"沿线国家的重大油气项目。
From the development trend of world oil and gas resources,the production and consumption are increasing year by year.Although the world oil and gas resources are abundant,the regional distribution is extremely uneven,and the Middle East region is still the core area of world oil and gas resources.The world oil and gas supply and demand pattern has undergone profound changes.Non-OECD countries have led a sharp increase in oil demand,while the Asia-Pacific region has led a rapid growth of natural gas demand.The global oil trading center has moved eastwards and the natural gas supply has become increasingly diver-sified.Due to the great changes in world oil and gas supply and demand pattern and the geopolitical instabil-ity,the world oil and gas market faces many potential risks.China is in the stage of rapid social and eco-nomic development,and its demand for oil and gas continues to grow.China is facing difficulties such as low degree of oil and gas exploration and development,low resource utilization rate,high external dependence and insufficient core technologies.Under the new situation of global oil and gas development,China should improve the exploration and development system of oil and gas fields,enhance the independent research and development capabilities of core technologies and strengthen the overseas oil and gas development and cooperation while improving the exploration and development degree of new and old oil and gas fields and unconvention-al oil and gas fields in China.In overseas cooperation,China should pay special attention to major oil and gas projects of the countries along the Belt and Road.
