摘要
采用Logistics回归模型分析影响重点国有林区职工家庭经营的行为,结果显示户主的年龄对经营行为决策具有一定的反向的影响,户主对政策的认知、户主对政策的主观评价以及户主对政策的认可程度有着正向影响,劳动力人数、家庭总收入及家庭森林经营收入对森林经营的参与行为并没有影响,这说明劳动力及收入并不是影响森林经营行为的关键因素,而森林经营相关政策是职工家庭关心的关键。提出完善相关政策制度、加强政策宣传的力度、创新运营机制等建议。
⑴ Background-- compared with the key state-owned forest region in Northeast Inner Mongolia in 2015,the commercial logging of natural forest was completely stopped,and it is more significant for workers families to engage in forest management and production activities.However,up to 2018,there is no research on the influencing factors of forest management behavior of workers family after the state-owned forest cutting has been completely stopped.⑵ Methods-- Using binary logist model,125 samples of workers in five forestry bureaus of Heilongjiang Province,Hebei,Heli,Tangwanghe,Wuying and Xinqing,were selected for the survey project of “Reform and Monitoring of Key State-owned Forestry Areas”jointly carried out by the State Forestry Administration and Northeast Forestry University in 2017.⑶ Results-- The regression coefficients of the gender of the head of the household,the age of the head of the household,the health status of the head of the household,the degree of education of the head of the household,the head of the household whether or not a manager,the total number of households,the total number of household labor,the income from forest management,the total income of the family,the proportion of income from forest management,the evaluation of the implementation of forest rearing or afforestation,the awareness of forest tending or afforestation subsidy policies,the evaluation of employees enthusiasm for participating in afforestation or forest rearing,and the evaluation of whether the afforestation or forest tending subsidy policy promotes the management of forest farms and other variables were -0.096,-0.350 ,-0.077,-0.328,0.201,-0.091,-0.052,-0.153,-0.821,-1.356,0.156,0.598 ,0.345 ,and 0.983 ,respectively.The factors affecting the forest management behavior of workers families in state-owned forest areas in Heilongjiang Province,the age,the recognition,approval and enthusiasm of the policies related to forest management and subsidies of the head of household,have a significant impact on the forest management behavior of workers families in forest areas,but the labor force has not played a decisive role in it.⑷ Conclusions and Discussions-- There are still some problems in the management of forest resources in state-owned forest areas,such as confusion and unclear rules and regulations.The forest management behavior of workers families has an important impact and significance on the next reform.The relevant rules and regulations of forest management should be clearly defined,and the programming of three major tasks of afforestation,tending and management should be detailed and specific.Specific and practical plans should be established for the period of operation,the responsibilities and obligations to be undertaken in the process of operation,and the qualified standards.Regular forest management training should be conducted,and training and assessment should be adopted to ensure the quality and effectiveness of forest management.The propaganda of subsidy policy should be strengthened and the forest management plan and related rules and regulations should be made public.The operation mechanism of state-owned forest areas is sorted out and summarized,and the long-term forest management plan is comparatively analyzed and constructed to provide innovative supporting services and effective guarantee.
