摘要
“一带一路”建设推动中国海外利益在“一带一路”沿线加速拓展。与此同时,海外利益风险增加,风险强度增大,脆弱性凸显。研究发现,海外利益拓展速度和风险强度是影响海外利益脆弱性的两个核心变量,两者的合力共振决定了海外利益的脆弱性程度,而海外利益脆弱性程度直接影响其保护难度。在“一带一路”建设中,政府是海外利益的间接保护者,但可以从观念认知和制度合作的战略高度出发,从调控海外利益拓展方向和速度、降低风险强度和权益保护着手,以“观念—规则—保护”为逻辑,将海外利益保护的战略设计、风险预防和权益诉求相结合,形成海外利益保护的前期引导、中期预防和后期保护三个阶段性能力,从而构建中国“一带一路”建设的海外利益保护机制。
The construction of the Belt and Road has accelerated the expansion of China’s overseas interests in the countries along the Belt and Road.As the risk of overseas interests increases,the risk intensity increases,and the vulnerability is highlighted.The study finds that the speed and risk intensity of overseas interest expansion are two core variables that affect the vulnerability of overseas interests.The synergy between the two determines the degree of vulnerability of overseas interests,and the degree of vulnerability of overseas interests directly affects the difficulty of protection.In the construction of the Belt and Road,the government is an indirect protector of overseas interests,but it can proceed from the strategic level of concept cognition and institutional cooperation,from regulating the direction and speed of overseas interest expansion,reducing risk intensity and protecting rights and interests.Conception-rule-protection is a logic that combines the strategic design of overseas interests protection,risk prevention and rights appeals to form the three stages of early guidance,medium-term prevention and post-protection of overseas interests protection,thus building a protection mechanism for China’s overseas interests.
