我国青少年体质健康政策执行的制约因素和路径选择——基于史密斯模型的分析 被引量:8

摘要 政策难以贯彻是我国青少年体质健康水平不断下跌的沉疴和顽疾。本文运用文献资料法、逻辑分析法,结合史密斯模型进行深入分析,探究青少年体质健康政策执行过程中一系列问题。结果表明青少年体质健康政策的执行是一个多层次协调、多领域配合的复杂的、系统的过程,政策缺乏前瞻性和预测性、政策标准低、要求模糊、部门协调配合不畅、执行程度不足、监督不力、目标群体排斥、执行环境复杂等因素制约着政策效力的发挥。为了避免消极因素的持续影响,必须从高位入手进一步完善政策体系和政策执行机构体系,提高执行效率,增强监督力度,优化目标群体政策认同感和政策执行环境,建立和谐、通畅、具有活力的政策执行系统,从而促进我国青少年体质健康和身心全面发展。 In this paper, using the method of literature, logical analysis, combined with Smith model for in-depth analysis, to explore a series of issues in the implementation of youth physical health policy. The results show that the implementation of youth physical health policy is a complex and systematic process with multi-level coordination and multi-field cooperation. The lack of foresight and predictability, low policy standards, ambiguous requirements, poor coordination of departments, inadequate degree of implementation,inadequate supervision, exclusion of target groups, complex implementation environment and other factors restrict the effectiveness of the policy. In order to avoid the persistent influence of negative factors, it must further improve the policy system and the system of policy executing agencies from a high position, improve the efficiency of implementation, strengthen supervision, optimize the policy identity of target groups and the environment of policy execution, and establish a harmonious, smooth and dynamic policy executing system, so as to promote the physical and mental health of youth and their all-round development.
