摘要
运用WBS-RBS分析法、GRA-AHP分析法、ABC分类库存控制法,对运动休闲特色小镇PPP模式建设风险进行分析。通过工作分解结构—风险分解结构分析,再结合已有成果,构建运动休闲特色小镇PPP模式建设风险指标体系;利用灰色关联-层次分析法分析,确定体育区建造风险、财务风险、组织管理风险、人力资源风险、法律风险、金融风险、环境风险、信用风险和政治风险的关联度;通过WBS-RBS耦合矩阵作用,耦合出代表的风险因素有政策风险、主权变动风险、成本风险和行业规定变化风险等重要因素;借助ABC分类库存控制法将风险因素划分为高度风险、中度风险和低度风险。研究认为:运动休闲特色小镇PPP模式建设中,社会资本方违约风险、自然灾害风险、体育人员风险、第三方违约风险等高风险因素需高度重视。
Using WBS-RBS analysis method,GRA-AHP analysis method and ABC classification inventory control method,the risk of PPP model building sports and leisure characteristic towns is analyzed.Through the analysis of the risk decomposition structure of the work decomposition structure,combined with the existing achievements,the risk index system of the PPP model building of the sports and leisure characteristic towns is built.The grey association-analytic hierarchy process analysis is used to determine the relevance of construction risk of the sports area,financial risk and organizational management risk,human resources risk,legal risk,financial risk,environmental risk,credit risk and political risk;through the WBS-RBS coupling matrix,the risk factors are represented by policy risk,sovereign change risk,cost risk,industry regulation change risk,etc.The risk factors are classified into high risk,medium risk and low risk by means of ABC classification inventory control method.It is found that in the building of the sports and leisure characteristic town in the PPP mode,high risk factors such as default risk of social capital,natural disaster risk,sports personnel risk and third party default risk need to be highly valued.
