摘要
虽然湘江流域湿地面积大,但近年来,由于水资源空间分布不均匀,开发、利用与保护的层次不高,导致出现依然存在生态环境破坏现象、水资源多因素性短缺与水资源浪费问题并存、流域湿地保护不够等问题突出。结合湘江保护第二个“三年行动计划”实施,从湘江流域水资源开发与利用、保护与治理、湿地建设与保护3个方面提出了湘江流域水资源保护的建议和对策,为推进湘江流域水资源保护提供参考。
In recent years, due to the uneven spatial distribution, and low levels of water resources development, utilization and protection, such problems as multifactor-induced water resource shortage and waste, water environment pollution and water ecological damage exist. In order to provide reference for better protection of water resources in the Xiangjiang River basin, some suggestions in coordination with “the second three-year action project for the Xiangjiang River protection” are presented from three aspects, e.g., protection and management of water resources, and protection of river wetlands system.
