摘要
完善义务教育监测评估体系,推动义务教育发展均衡布局,是解决义务教育非均衡问题的重要手段。文章采用区域义务教育均衡发展差异系数、薄弱校和教育资源配置合理性评价、人口与教育资源一致性等模型,搭建了基于 GIS 的区域义务教育发展监测平台,实现了从时间与空间角度对区域内学校布局、教育均衡、薄弱校筛选、教育资源配置、教育质量等方面的动态监测与评价分析。基于实际数据的实验结果表明,本平台能够为区域义务教育发展的科学督导监管提供有效的方法和技术支持。
Perfecting the monitoring and evaluation system of compulsory education and promoting the balanced distribution of compulsory education development are important means to solve the unbalanced problem of compulsory education. This paper build a geographic information system-based (GIS-based) monitoring platform for regional compulsory education development by using such models as the variation coefficients of balanced development of regional compulsory education, the rational evaluation of weak schools and educational resources allocation, and the consistency of population and educational resources. The platform achieved the dynamic monitoring and evaluation analysis of school layout, educational balance, weak schools selection, educational resources allocation and education quality in the region from the perspectives of time and space. The experimental results based on actual data showed that the platform could provide effective methods and technical support for the scientific supervision of regional compulsory education development.
