摘要
党的十九大作出中国特色社会主义进入新时代的重大判断和实施乡村振兴战略的重大决策部署,农业生产性服务业被寄予厚望,也迎来发展机遇。结合社会主要矛盾变化和实施乡村振兴战略的需要,分析农业生产性服务业发展的新要求。农业生产性服务业要通过夯实农业生产能力基础、破解农业创新驱动瓶颈、推动农业产业转型升级、完善现代农业经营体系,为农业高质量发展提供有效支撑;通过成为现代乡村产业体系的新引擎、乡村产业深度融合的粘合剂、乡村就业创业置业的新选择,为乡村产业全面振兴提供源头活水;通过发展小农户的紧缺服务业务、开辟小农户的服务成长路径、创新小农户的服务联结机制、适应小农户的生产经营方式,为小农户衔接现代农业提供桥梁纽带;通过探索创新推进农业资源保护和清洁生产、增加农业生态产品的服务业务,为贯彻绿色发展理念提供有效抓手;通过形成服务链条、搭建服务平台、完善金融服务,为合力推进乡村振兴提供有效渠道。
The 19 th National Congress of the Communist Party of China made a judgment on the entry of socialism with Chinese characteristics into a new era and made a decision on pursuing rural vitalization strategy. Agricultural productive service industry has been placed high expectations and ushered in development opportunities. Based on the changes of the main social contradictions and the needs of implementing the rural vitalization strategy, the new requirements for the development of agricultural productive service industry were analyzed. It was believed that agricultural productive service industry should strive to become a powerful support for agricultural high-quality development by consolidating foundation of agricultural production capacity, breaking bottleneck of agricultural innovation, promoting the upgrading of agricultural industry, and improving the modern agricultural management system;a source of full revitalization of rural industry by becoming the new engine of modern rural industry system, the bond of the deep integration of rural industry, and new choice of rural employment and entrepreneurship;a bridge link between small farmers and modern agriculture through developing the service business, making service growth path, innovating service connection mechanism of small farmers, and adapting to the production and operation mode of small farmers;an effective grasp of implementing the green development through exploring and innovating service business of promoting agricultural resources protection and cleaner production, increasing agricultural ecological products;channels for joint efforts to support rural revitalization by forming service chain, building service platform and improving financial services.
