摘要
政府和社会资本合作(PPP)模式是我国目前基础设施和公共服务领域的一种项目投融资和管理运营模式。由于PPP项目天然存在设计和施工单位一体化、项目公司与设计施工单位一体化等特性,在投资身份转变的情况下如何管控PPP项目,是摆在各级政府面前的一道迫切需要解决的难题。全过程工程咨询正好契合了这一需求,所以探讨全过程工程咨询服务在PPP项目管理中的应用,具有一定的现实意义。
The government and social capital cooperation (PPP) model is a project investment, financing and management operation model in China's current infrastructure and public services. Due to the natural integration of PPP projects, the integration of design and construction units, and the integration of project companies and design and construction units, how to control PPP projects in the context of investment status changes is an urgent problem that needs to be solved in front of governments at all levels. The whole process engineering consultation just fits this demand, so it is of practical significance to explore the application of the whole process engineering consulting service in PPP project management.
