摘要
本文在对军民融合研究所当前机构设置进行较详细分析的基础上,结合军民融合发展态势,提出了新的机构设置方案。第一,深化项目管理,实行IPT(集成产品开发团队)工作模式;第二,整合全所范围的研发设计能力,统一研发机构设置,研究室实行总体组、专业组、产品组的矩阵管理;第三,整合民品研发力量,成立公司级的研发部门,业务部同样实行IPT工作模式。将总部研发部门和公司级研发部门进行统一管理。同时,对方案的优势和带来的问题进行了分析。
On the basis of a detailed analysis of the current institutional settings of the Institute of Civil-Military Integration, this paper puts forward a new institutional settings scheme combining with the development trend of civil-military integration. Firstly, deepen project management and implement IPT (Integrated Product Development Team) mode of work;secondly, integrate the whole range of R&D and design capabilities, unify R&D institutions, and implement matrix management of general group, professional group and product group in research rooms;thirdly, integrate R&D force of civil products, establish R&D department at company level, and IPT mode is also implemented in business department. The R&D department at headquarters and the R&D department at company level will be managed in a unified way. At the same time, the advantages and problems of the scheme are analyzed.
