摘要
本文分析了长江经济带生态环境面临的形势及加强入河排污口监测能力建设的必要性,介绍了湖南省入河排污口基本情况以及在监管方面存在的问题,提出了完善入河排污口监测体系、加强信息管理平台建设、提升实验室整体监测能力、强化管理能力建设、加强监督和公众参与等建议,为提升长江入河排污口监管水平、推动长江经济带绿色发展提供保障。
This paper analyzes the situation of the ecological environment in the Yangtze River economic belt and the necessity of strengthening the monitoring capacity of sewage outlets into rivers.Taking Hunan Province as an example,this paper introduces the basic situation of the sewage outlets into rivers and the problems existing in the supervision,and puts forward some suggestions such as perfecting the monitoring system of the sewage outlets into rivers,strengthening the construction of the information management platform,improving the overall monitoring capacity of the laboratory,strengthening the construction of the management capacity,strengthening the supervision and public participation,etc.So that it provides the guarantee for improving the supervision level of the sewage outlets intorivers and promoting green development of the economic belt of the Yangtze River.
