摘要
为反映水生态和社会经济间的协同发展程度,构建起涵盖18个指标的“水生态—社会经济发展”系统指标体系,选用DEA模型从子系统、总系统两个层面进行技术协同有效度、规模发展有效度和综合有效度三方面内容的评价。结果表明:1998—2016年间,8年的水生态系统协同发展达到理想状态;16年的社会经济发展系统协同发展有效;13个年份的S/W系统综合协同发展效度为1;15个年份的W/S系统规模发展非有效。水生态对社会经济发展的协同发展效应劣于社会经济发展对水生态环境的协同发展。水生态支撑社会经济发展的能力尚有较大提升空间,社会经济发展对水生态环境有明显的改善和提升作用。要提升总系统协同发展程度,需要政府政策引导、市场运行驱动、企业行为规范、个体行动践行等举措。
To study synergy and development degree of water ecosystem(abbreviated as WES)and social-economic development system (abbreviated as SEDS), the index system of WES-SEDS is built which includes 18 indicators, and DEA model is used to evaluate the degree of technical synergy effectiveness, scale development effectiveness and comprehensive effectiveness from two levels of subsystem and overall system. From 1998 to 2016, it is 8 years that synergy development of WES is in ideal state, 16 years which coordinated development of SEDS is effective, 13 years comprehensive effectiveness of cross system S/W is 1.0 and 15 years scale development of cross system W/S is not effective. The synergy and development effectiveness of WES-SEDS is inferior to effectiveness of SEDS-WES. The support WES for SED still has a great to improve, and SES development has significantly improved and enhanced WES. In order to improve effective degree of WES-SEDS synergy and development , it is necessary to take measures such as government policy guidance, market operation drive, company regulates operation and individual action practice.
