摘要
伴随着现代物流的发展,传统的铁路集装箱运输组织模式不再适应现代物流发展的需要,随着《“十三五”铁路集装箱多式联运发展规划》的推动,进一步促进了我国铁路集装箱运输的发展,然而我国铁路集装箱运输发展仍然存在诸多不足。因此,文中首先在分析现代物流发展要求和铁路集装箱运输存在问题的基础上,探讨了铁路集装箱运输向现代物流发展的必然性。然后,结合铁路集装箱运输发展现状、现代物流发展方向以及多式联运发展要求等方面,从铁路集装箱运输人才建设、设备设施以及运输组织三个角度出发,提出了“走出去、引进来”人才建设、加强设施设备建设,以及“客车化”运输组织模式等发展策略。
With the development of modern logistics,the traditional organization model of railway container transport no longer meets the needs of modern logistics development.With the promotion of the “13th Five-Year Plan for the Development of Railway Container Multimodal Transport”,it further promotes the development of railway container transport in China.However,there are still many shortcomings in the development of railway container transport in China.Therefore,based on the analysis of the development requirements of modern logistics and the existing problems of railway container transportation,this paper firstly discusses the inevitability of the development of railway container transportation to modern logistics.Then,with taking the development status of railway container transportation,the development direction of modern logistics and the development requirements of multimodal transport into consideration,the development strategies of “going out and introducing” talents,strengthening the construction of facilities and equipment and container transportation organization mode that likes passenger train are put forward from the three aspects of personnel construction,equipment and facilities of railway container transportation.
