政策工具视角下我国校外培训机构专项治理方案的文本量化研究 被引量:11

摘要 国家开展的校外培训机构专项治理行动是规范当下日益膨胀的“影子教育”现象的有效手段。本研究基于教育政策工具分析框架,以各级政府颁布的校外培训机构专项治理政策为研究对象,采用内容分析法对政策进行文本计量和内容分析。研究认为加强不同层级政府和不同职能部门之间的协作沟通、营造良好的政策环境、优化政策工具的组合使用、提高政策文件的效力层次、建立长远政策目标和遵循教育规律有利于提高校外培训机构治理效果。 The special governance action of extracurricular training institutions is an effective means to regulate the growing phenomenon of"shadow education".Based on the analysis framework of educational policy tools,this study takes the special governance policies of extracurricular training institutions promulgated by the government at all levels as the research object,and adopts the content analysis method to measure and analyze the text of the policies.The study concludes that strengthening the collaborative communication between different levels of government and different functional departments,creating a good policy environment,optimizing the combination of policy tools,improving the level of effectiveness of policy documents,establishing long-term policy objectives and following the law of education are conducive to improving the governance effect of extracurricular training institutions.
