摘要 为解决设备采购类重大项目决策的流程化和显性化问题,以提高决策质量和精确性,增强企业的竞争力,提出一种设备采购类重大项目安排全周期自评估方法。通过引入"三重一大"自评估机制,构建了设备采购类重大项目决策自评估模型,并给出了设备采购决策自评估数字平台电子监察系统功能拓扑结构,实现项目决策的流程化和显性化,提升项目决策的质量和精确性;同时为其它"三重一大"事项的决策自评估应用提供参考。 In order to solve the problem of process and explicit decision-making of major equipment procurement projects, improve the quality and accuracy of decision-making and enhance the competitiveness of enterprises, a full-cycle self-evaluation method for major equipment procurement project arrangement is proposed. The self-evaluation model of decision-making for major equipment procurement projects is constructed by introducing the self-evaluation mechanism of " three important and one large", and the functional topology structure of the electronic monitoring system for equipment procurement decision-making self-evaluation digital platform is given, which realizes the process and explicit of project decision-making, improves the quality and accuracy of project decision-making, and self-evaluation for other "three important and one large" projects. It can provide reference for application.
