摘要
作为区域治理的重要载体之一,特色小镇建设亟待探寻适宜发展路径以突出自身特色,实现去“同质化”。作为长三角城市群副中心城市的安徽合肥,特色小镇资源丰富,但存在资源空间发展不均、产业形态缺乏丰富性,特色小镇规划建设模式单一、缺乏可持续性等问题。在顺应供给侧结构性改革、促进产业转型升级的现阶段,需要首先根据相对区位引导小镇的产业定位,通过资源现状的存量、增量细分引导建设规划流程及内容,再根据运营主体和发展阶段的分类引导建设运营模式选择,以明晰不同类型特色小镇的多样化发展路径,发挥示范辐射效应和区域协同作用,实现区域联动。
Being an integral part of regional governance, the construction of featured towns urgently needs to seek the suitable path to highlight their characteristics and realize de-homogenization. As a sub-central city of the Yangtze River Delta city cluster, Hefei is rich in featured town resources, but it also faces such problems as the uneven development of resources space, singleness of industrial forms, homogenous planning and construction of the towns, deficiency in sustainability and so on. At present stage of following the supply-side structural reform and promoting industrial transformation and upgrading, it is necessary to guide the towns to made reasonable industrial positioning according to their relative location advantages, design reasonable construction process and contents according to the stock and incremental refinement of resources status, and choose suitable operating pattern according to the classification of operating subjects and development stages, so as to provide diversified development paths for different types of the towns, give play to the demonstration and radiation effect, and realize regional linkage.
