摘要
为优化北京地区运输结构,提高综合运输效率、降低物流成本,针对北京地区运输结构现状及存在问题,从需求特征、物流设施和服务水平3个方面分析运输方式选择影响因素,归纳提出矿建材料、商品车、钢材、煤炭、生活必需品等5类适宜“公转铁”的货物,以及11处适宜“公转铁”的物流设施及其功能定位,并提出通过源头引导促进运输方式转变、构建以铁路为核心的物流通道、优化公路和铁路衔接组织模式、完善综合配套保障机制等运输结构调整策略,为北京地区推进运输结构调整提供理论支撑和决策依据。
In order to optimize the transportation structure, improve the comprehensive transportation ef ficiency and reduce the logistics cost in Beijing area, in view of the present situation and existing problems of the transportation structure in Beijing area, this paper analyses the factors influencing the selection of transportation modes from three aspects of demand characteristics, logistics facilities and service level, and sums up five types of suitable “road-to-rail shift” goods, such as mining materials, commodity vehicles, steel, coal and necessities for daily life, and eleven logistics facilities suitable for “road-to-rail shift” and their functional orientation. The paper also puts forward some strategies for the adjustment of transport structure, such as promoting the transformation of transport mode through the guidance of source, constructing the logistics channel with railway as the core, optimizing the organizational mode of linking up highways and railways, and perfecting the comprehensive supporting guarantee mechanism, so as to provide theoretical support and decision- making basis for promoting the adjustment of transport structure in Beijing.
