摘要
目的比较沪蒙两地从事传染病防治卫生人员规模的适宜程度,分析其与甲乙类法定报告传染病发病率(以下简称传染病发病率)的相关性。方法收集1995~2017年所有涉及沪蒙传染病领域人力资源问题的文献,摘录卫生人员数量不足问题的相关表述,计算严重程度评分,并换算成人员规模适宜程度。运用Spearman相关、线性回归分析从事传染病防治卫生人员规模适宜程度与传染病发病率的关系。结果上海市从事传染病防治卫生人员规模适宜程度从2000年的20.00%上升到2017年的36.00%,同期,内蒙古适宜程度由0.00%上升到28.00%;2000~2017年上海市传染病发病率从271.66/10万下降到161.31/10万,内蒙古传染病发病率从198.86/10万上升到267.35/10万。上海市的相关分析结果显示从事传染病防治卫生人员规模适宜程度与传染病发病率存在显著负相关(P<0.05),相关系数为-0.56。结论上海市从事传染病防治卫生人员规模适宜程度总体优于内蒙古,且上海市从事传染病防治卫生人员规模适宜程度对传染病发病率影响显著,人员规模越适宜,传染病发病率越低。
Objective To compare the appropriateness of the scale of infectious disease prevention and treatment workers in Shanghai and Inner Mongolia,and analyze the correlation between the appropriate scale of infectious disease prevention and treatment workers and infectious diseases incidence. Methods The research papers on infectious diseases human resource of Shanghai and Inner Mongolia during 1995-2017 were collected,the relevant expression of insufficient quantity of infectious disease prevention and treatment workers was excerpted,and the severity score was calculated,then it was converted into the appropriateness of personnel scale.Spearman correlation and linear regression analysis were used to analyze the relationship between the appropriate scale of infectious disease prevention and treatment workers and infectious diseases morbidity ratio. Results The appropriateness of the scale of infectious disease prevention and treatment workers in Shanghai increased from 20.00% in 2000 to 36.00% in 2017,during the same period,Inner Mongolia increased from 0.00% to 28.00%.The incidence of infectious diseases in Shanghai dropped from 271.66/10~5 to 161.31/10~5 in 2000-2017,and it in Inner Mongolia rose from 198.86/10~5 to 267.35/10~5.The correlation analysis of Shanghai showed that there was a significant negative correlation between the appropriateness of the scale of infectious disease prevention and treatment workers and infectious diseases incidence(P<0.05),and the correlation coefficient was-0.56. Conclusion The appropriateness of the scale of infectious disease prevention and treatment workers of Shanghai is generally better than Inner Mongolia,and it has a significant impact on infectious diseases incidence in Shanghai,the more appropriate of personnel scale,the lower infectious diseases incidence.
