摘要
通过对创新型农业现代化先行区典型案例单位进行实地调研和深度访谈,发现目前宿州农业现代化先行区基础设施建设、机械化水平、科技水平、农技推广、农业信息化建设、市场营销、制度建设水平较低;对创新型农业现代化先行区的未来发展前景和扶贫攻坚贡献评价较高;先行区示范点经营人员呈现“低学历、老龄化、少培训、低收入”的特征,制约了创新型农业现代化先行区的长远发展。针对先行区的建设情况,提出推进先行区基础设施建设;提高农业机械化水平和科技水平,吸引专业技术人员、高校师生、返乡农民工等以全职或者兼职方式参与先行区技术合作;完善农业信息化建设和制度建设,依托信息技术企业和高校信息技术人员提升农村电子商务平台和运营水平,制定适合先行区错位发展扶持政策等措施。
Through on-the-spot investigation and in-depth interview on typical case units of innovative agricultural modernization pilot area, it is found that the infrastructure construction, mechanization level, scientific and technological level, agricultural technology extension, agricultural informatization construction, marketing and system construction level of Suzhou agricultural modernization pilot area are relatively low. The future development prospects and the contribution of poverty alleviation in the advanced modernization areas are highly evaluated, and the operators of the demonstration areas in the advanced modernization areas are characterized by “low educational background, aging, less training and low income”, which restricts the long-term development of the advanced innovative agricultural modernization areas. In view of the construction situation of the pilot area, it is proposed to promote the infrastructure construction of the pilot area;to improve the level of agricultural mechanization and science and technology;to attract professional and technical personnel, college teachers and students, returning migrant workers and other full-time or part-time participation in the technical cooperation of the pilot area;to improve the agricultural information construction and system construction, relying on information technology. Technical enterprises and information technology personnel in colleges and universities to enhance the level of e-commerce platform and operation in rural areas, and formulate appropriate supporting policies for the development of advanced areas.
