摘要
农村学校现代化是教育现代化发展的短板,在教育现代化整体水平提升的形势下,农村学校现代化的支持与保障具有现实意义。通过编制学校现代化支持与保障的调查问卷,分析农村学校与城镇学校现代化支持与保障的差距,可为农村学校现代化保障性政策的制定提供依据。研究表明,农村学校现代化的支持与保障可从教师素质、校长管理理念与能力、经费与技术支持三方面进行测量,问卷的信效度检测结果符合编制要求。通过比较发现,城乡教师的道德素养、专业素养,学校设备满足教学的情况基本相当,但农村教师的教研素养、校长管理理念与能力,农村学校的年度经费支持和设备使用率显著低于城镇学校。建议重点从农村教师队伍的整体性现代化建设、农村学校校长管理理念和管理水平的提升、农村学校现代化发展的经费保障三个方面对农村学校现代化发展提供支持与保障。
It is of practical significance to support and guarantee rural school modernization, which lags behind in the development of the modernization of education. This study, based on a questionnaire-based analysis of the gap between rural schools and urban schools in the support and guarantee for the modernization of school education, offers a reference for the policy-making for the guarantee of rural school modernization. The research results show that the support and guarantee for rural school modernization can be measured (the reliability and validity test being compatible with relevant requirements) in three dimensions: the teachers' quality, the principals' management concepts and abilities, and the funds plus technical support. A comparison reveals that the moral and professional qualities of teachers and the school equipment are basically similar in the rural and urban schools, but the rural schools are inferior to the urban schools because the rural teachers have poor teaching and research qualities, the rural principals have old management concepts and poor management abilities, and the rural schools have insufficient annual funds and a low rate of equipment utilization. Therefore, this study suggests improving rural school teachers' overall modernization and rural school principals' management concepts and abilities, and providing sufficient funds for rural school modernization.
