摘要
通过对比研究美国东北部大西洋沿岸城市群、日本东海岛太平洋沿岸工业带和欧洲西北部莱茵河流域城市带等国外战略性新兴产业协同发展模式,得出区位优势和资源禀赋是产业协同发展的前提,市场是协同发展的内在推动力,政府是协同发展的重要保障,创新驱动是协同发展的关键。在青岛与济烟战略性新兴产业的协同发展中,要做好战略性新兴产业跨区域布局的顶层设计,需以先进生产力为导向明确协同工作的推进主体,构建技术、资本和人才共同市场,推动高校、科研机构、企业协同创新,提升公共服务水平。
By comparing and studying the synergistic development modes of foreign strategic emerging industries,such as the Atlantic coastal urban agglomeration in the northeastern United States,the Pacific coastal industrial belt in the East China Sea Island in Japan and the urban belt in the Rhine River basin in northwestern Europe,it is concluded that the location advantage and resource endowment are the premise of the synergistic development of industries,the market is the internal driving force of coordinated development,the government is an important guarantee for coordinated development,and the innovation-driven is the key to coordinated development.In the coordinated development of strategic emerging industries in Qingdao,Yantai and Jinan,the top-level design of the cross-regional layout of strategic emerging industries should be well done,the main body of the coordinated work should be clearly defined under the guidance of advanced productive forces,the common market of technology,capital and talents should be built,the collaborative innovation of universities,scientific research institutions and enterprises should be promoted,and the level of public service should be improved.
