摘要
简要分析了加强水土保持规划研究的根本意义,并就水土保持规划与严格执行水土保持方案审批制度及建立健全防治水土流失责任制提出了相应建议。
The fundamental significance of strengthening the study of soil and water conservation planning were briefly analyzed,and some corresponding suggestions were put forward on the soil and water conservation planning,the strict implementation of the examination and approval system of soil and water conservation schemes,and the establishment and improvement of the responsibility system for preventing and controlling soil erosion.
