摘要
[目的/意义]随着信息技术和网络技术的飞速发展,开源情报的重要性与日俱增。当今国家之间的竞争更多的是科技力量的竞争,掌握科技前沿技术是取得科技竞争胜利的关键,是情报工作为国家科技战略服务的核心任务之一。[方法/过程]文章提出和阐述科技前沿的概念和内涵,结合科技前沿识别的科技情报服务需求及情报研究工作的处理模式,构建出开源情报环境下的科技前沿识别体系。[结果/结论]设计的科技前沿识别体系的四层结构模型包括开源情报数据层、开源情报数据感知与处理层、开源情报计算与感知层和开源情报产品刻画层,并对各层级的功能设计和技术框架进行重点阐述。
[Purpose/significance]With the rapid development of information and network technology,the importance of open source information is increasing day by day.Nowadays,the competition between countries is the competition of scientific and technological forces.Mastering the scientific and technological frontier is the key to the success of scientific and technological competition.It is also one of the core tasks of information work serving the national scientific and technological strategy.[Method/process]This paper puts forward and expounds the concept and connotation of scientific and technological frontier.Combining with service needs of frontier identification and processing mode of information research,a frontier identification system under open source information is constructed.[Result/conclusion]The paper sets up four-layer structure model of frontier identification system,including data layer,data processing and perception layer,computing and perception layer and description layer,and exposition of the paper focuses on the functional design and technical framework of each level.
