摘要
为满足空间规划的需求,从自然地理条件、生态环境、制度政策3个要素方面构建了建设用地、耕地适宜性评价的禁止性指标和限制性指标。禁止性指标对建设用地、耕地适宜性“一票否决”,限制性指标以分值(0~100,分数越高,表示越适宜)和权重对适宜性进行限制。以湖南省汨罗市为例进行了实证研究,结果显示汨罗市适宜进行建设开发的土地面积占汨罗市总面积的20.8%,适宜进行耕作的土地面积占汨罗市总面积的42.67%。适宜建设开发的土地极限剩余潜力为13327.28hm^2,可供耕地开发的储备土地资源为1060.44hm^2。
At the service of space planning, the prohibitive and restrictive factors of suitability evaluation of construction land and cultivated land were constructed with natural geographical condition, ecological environment and institutional policy. The prohibitive factors means “No” for construction land and cultivated land, and the restrictive factors limited by value (0~100, more higher more better) and the weight on the suitability. Miluo city of Hunan province was an example. The results showed that the area of suitable construction land was account for 20.8% of total area of the city, and the suitable cultivated land was 42.67%. The maximum surplus potential area of suitable construction land was 13 327.28 hm^2, and the suitable cultivated land was 1 060.44 hm^2.
