摘要
人口老龄化背景下,低龄高智老年人力资源开发利用的研究具有必要性和可行性。我国老年人力资源开发利用的法律保护和政策支持缺位,开发的组织支持不够,老年人自我学习和组织培训不足。提高低龄高智老年人力资源开发力度,关键在于健全相关立法,实行弹性退休制度;从观念和制度上促进老年人力资源开发利用的激励机制;充分发挥组织和自组织的作用,为低龄高智老年人提供交流、教育和培训的机会;同时,第三产业要积极吸收老年人就业。
Under the background of population aging,it is necessary to study the development and utilization of human resources for the aged with high intelligence.In China,there is a lack of legal protection and policy support for the development and utilization of human resources for the elderly,insufficient organizational support for the development,and self-learning and organizational training as well.In order to improve the development of human resources for the younger and older people with high intelligence,we should improve relevant legislation,implement flexible retirement system,promote the incentive mechanism of the development and utilization of human resources in terms of concept and system,and give full play to the role of organizations,and provide opportunities for communication,education and training with high intelligence,and actively attract the employment of the elderly in the tertiary industry.
