摘要
通过梳理改革开放四十年来有关政策变迁,研究发现,农村小规模学校政策目标与经济发展、城镇化等外部因素息息相关,历经了发展、撤并、恢复三个阶段,师资是影响小规模学校质量提升的关键因素。基于新近政策要求和全国11个省小规模学校校长问卷调查数据,研究发现,小规模学校师资建设中存在教师配备不足、补贴政策落实不够、业务能力相对较弱、副科专任教师普遍缺乏等问题。为此,研究提出各级政府应开源与节流并重,实施源头管理和分类管理;严格落实有关政策要求;完善师资定向培养政策;创新副科教师配备方式和课堂教学形式等,提高教师边际教学效益。
By sorting out the policy changes in the past 40 years of reform and opening up, the study found that rural small-scale school policy objectives are closely related to external factors such as economic development and urbanization, experienced three stages of development, withdrawal, and recovery, and teachers are the key factors affecting the quality improvement of small-scale schools. Based on recent policy requirements and questionnaire survey data of principals of small-scale schools in 11 provinces of China, the study found that there are problems such as insufficient teacher equipment, insufficient implementation of subsidy policies, relatively weak business ability, and general lack of full-time undergraduate teachers in the construction of teachers in small-scale schools. The study proposes that governments at all levels should pay equal attention to open source and throttling, and implement source management and classification management;strictly implement relevant policy requirements, improve the teacher orientation policy, innovative deputy teacher placement and classroom teaching methods, in order to improve teachers' marginal teaching benefits.
