摘要
[目的/意义]我国军民融合战略发展的范畴迅速扩大,而高校智库作为国家的"智力源头",应为军民融合提供全方位智力支持。[方法/过程]结合高校智库服务军民融合战略发展的不可替代性、以问题为导向、开放协同服务等特点,明确了高校智库的功能定位,搭建了包括服务主体、云平台、需求主体的"三足鼎立"服务模型,创建了涵盖"线上""线下"的服务路径。[结果/结论]在此基础上提出了从智库"生态环境"建设、服务团队建设、精细化发展以及评估反馈4个方面实现服务路径。
[Purpose/significance] With the rapid expansion of the civil-military integration strategy, university-affiliated think tanks, as the "intellectual source" of the country, should urgently provide all-round intellectual support for its development.[Method/process] This paper combines the characteristics of the university-affiliated think tank to serve the irreplaceable, problem-oriented and open collaborative service of the strategy of civil-military integration and clarifies the function orientation of the university-affiliated think tank. Then, it sets up the "tripod" service models including service subject, cloud platform and demand subject, which covers the service path of "online" and "offline".[Result/conclusion] On this basis, the paper puts forward four ways to promote the realization of the model: the construction of "ecological environment", the construction of service teams, the refined development and the evaluation feedback of think tanks.
